Emergency card
GET Read an account holder's emergency card
GET /accountholder/{type}/{value}/health/emergency/card
The break-glass path. No consent is required and none is asked for, because a person who cannot speak cannot give one. The card carries only what a first responder needs and the subject has marked visible. It is bounded by a rate limit and every call is written to an access record the subject can list.
