Why it matters

What it will change.

Welfare programmes fail in familiar ways: names on the list who don't exist, people who should be on it but aren't, payments that arrive late or not at all, and sponsors who can't see what happened to their money.

Welfare payments on Bridge will give programme operators the whole chain: a register of beneficiaries built from the targeting methods the programme uses, vetting against identity records, a payment calendar, approved disbursement runs, and last-mile rails for people without a bank account, such as vouchers and offline payments.

The beneficiary will never pay a fee to receive a benefit. Sponsors and auditors will see every payment traced to a beneficiary and an approval.

How it works

Step by step.

  1. Build the register

Beneficiaries enrolled through the programme's own targeting: community nomination, categorical lists, surveys or self-registration.

  2. Vet and de-duplicate

Each beneficiary checked against identity records, so the same person can't be enrolled twice.

  3. Set the payment calendar

Amounts and dates per cycle, with the rail each beneficiary receives on.

  4. Approve the run

Maker-checker approval before anything moves, with the full list in front of the approvers.

  5. Pay and report

Bank, wallet, cash voucher or offline, with a report for sponsors and auditors.

What it will do

Built in, not bolted on.

Vetted registers

Identity checks and uniqueness, so ghost and duplicate beneficiaries will be caught before payday.

A payment calendar

Cycles, amounts and dates set per programme, visible to operators and beneficiaries.

Approved runs

No disbursement will move without the approvals the programme requires.

Last-mile rails

Cash vouchers and offline payments for beneficiaries without a bank account or reliable network.

No fees for beneficiaries

The beneficiary will never pay to receive a benefit; fees will fall on the programme.

Sponsor reporting

Every payment traced to a beneficiary, a cycle and an approval.

  • Programmes with eligibility and beneficiaries
  • Approved disbursements with a full trail
  • Sponsors see exactly where money went
Use cases

How businesses could use it.

Illustrative businesses, not customers. Figures are made up to show the flow.

A state social investment office · NGOs & government

A state cash-transfer programme

Ten thousand vulnerable households will receive ₦25,000 each quarter. The last programme paid ghost names and couldn't show the sponsor where the money went.

  1. Households will be enrolled from community nominations and vetted against identity records
  2. Duplicates will be flagged before anyone is paid
  3. Each quarter's run will need the programme officer and finance to approve
  4. Payments will go by bank, wallet or cash voucher, and the sponsor will get a full report

The sponsor will see every payment traced to a vetted household, and ghost names won't get paid.

A humanitarian NGO working in the North-East · NGOs & government

An NGO's emergency food support

Displaced families need food money fast, many have no bank account, and the network is unreliable in the camps.

  1. Families will be registered on site
  2. Benefits will be issued as cash-out vouchers collected with a PIN, a name and a number
  3. Offline payments will let partner traders accept them where there's no signal
  4. The NGO's donors will see what was issued and what was redeemed

Families will get support without a bank account, and donors will see redemption, not just issuance.

A foundation funding university scholarships · NGOs & government

A scholarship paid in instalments

Two hundred students will receive a stipend each month and fees each semester. The foundation wants every payment approved and every student verified before each cycle.

  1. Students will be enrolled and verified once
  2. The calendar will hold monthly stipends and semester fees
  3. Each cycle will be approved before it pays
  4. Students who leave will be removed before the next run

The foundation will pay on time, every month, without paying students who have left.
